Macau’s former Legislative Assembly president Susana Chou lashed out at the city’s major officials last Saturday on her blog, criticizing their “inaction” and “recklessness” for causing continuous administrative errors over the past fifteen years.
In the blog post, Chou describes the region’s rulers as “nouveau riche” and lavish spenders of public revenue. Despite many public advisory bodies and administration departments’ management, almost all public projects overseen by the government fell behind schedule, the former AL president claimed. To give an example of mismanagement, she cited the central park project in Taipa, which took over 350 days to finish, with its budget surging by 11.1 percent.
Furthermore, in an article titled “Gaming Revenue,” the CPPCC committee member also blasted the city’s top officials for being self-righteous in power administration even without any experience in governance. According to Ms Chou, those officials enjoy flattery from their subordinates, who only know how to please their bosses. She also added that their policies over the years were not concerned with citizens’ actual needs.
Chou expressed hopes in another paragraph that the SAR government would establish an accountability regime for the top officials to keep them responsible for their policymaking.
Finally, Susana Chou attributed the overstaffing of government units to the leaders’ ineptitude when it came to making use of talented workers. She thought that some ambitious youth working in the public service might end up losing their aspirations as the government failed to nourish the capable and talented.
