Bush tells Lula he’s willing to take global warming to UN

US President George W. Bush telephoned Brazil President Luiz Inacio Lula da Silva and said he would be willing to discuss global warming under UN auspices, Lula's office said Monday.
"The telephone call lasted 20 minutes… the presidents discussed two issues: trade negotiations in the WTO (World Trade Organization) and global warming," the president's office said in a statement.
"Bush gave the opinion that additional concessions by all sides would be enough to make the next (WTO) round work," the statement said.
Bush also "was grateful for the optimism" Lula has shown on the prospects of reaching a WTO agreement. The Brazilian leader said his government was ready to help and "stressed the importance the negotiations be based on the principle of proportionality."

On climate change, Lula's office said Bush reiterated the idea advanced at last week's G8 meeting to include some developing countries in talks on global targets for reducing CO2 emissions, the leading cause of global warming.
But Bush told Lula the talks could be under the framework of the United Nations, Lula's office said.
Last week, Lula criticized climate change proposals discussed at the G8 meeting in Heiligendamm, Germany.
Lula told the British newspaper The Guardian that an international agreement must come within a United Nations framework, and that there was no need for yet another grouping to discuss the issues covered in the Kyoto agreement talks.
