New UM campus faces jurisdictional issues

The proposed new University of Macau’s (UM) campus on Hengqin Island will be reviewed next week by the National Popular Assembly's (NPA) Permanent Committee. It's expected the NPA will grant permission that an area a little over one square kilometer remain under Macau's jurisdiction even though the campus resides on Zhuhai land.
The proposal has been public knowledge for sometime however some particular aspects are yet to be clarified including jurisdiction and the cost of the project.
According to local Portuguese newspaper HOJE MACAU, it was UM’s intention to use its current management structure and curriculum in the new campus, however local lawmaker Ng Kuok Cheong fear this operational style may not be approved in China.  Zhuhai representatives have already voiced their distaste for the intended model and would like to see the university operate according to Mainland educational standards.
Some still believe the current proposal will be a tough sell, especially given the complexity and cost that would entail given that the government would have to spend a lot of resources setting up its jurisdictional infrastructure, followed by difficult negotiations with the Zhuhai government on the specifics.
