Operators uncertain of how to build new wave of resorts

The Times has learned that, given the uncertainty about which regulations will be in force when the new wave of casinos in Cotai open, at least one gaming operator has opted to include an independent ventilation system for smoking lounges into their property’s design.
The current ambiguity about smoking regulations could result in increased costs, since operators may opt to include different ventilation systems upfront. They may choose this option since it would cost them a lot more to upgrade the ventilation at a later stage, or when the building’s construction is finished.
Plans for the interior design and finishes of the properties are currently being made both with smoking booths and without them. Nevertheless, operators are not going to start the construction of the booths until they have some certainty on the smoking regulations.
