A bill under discussion at a parliamentary committee proposes division of authority between the Fire Services Bureau (CB) and the Land, Public Works and Transport Bureau (DSSOPT) when it comes to potential hurdles in evacuation.
A committee discussion was held yesterday on “The Legal Regime Governing Fire Safety at Buildings and Sites.”
President of the committee, lawmaker Chan Chak Mo, disclosed after the session that the latest version of the bill has clarified the delegation of responsibilities across the authorities over obstructions placed on or along evacuation passages.
Chan revealed that when it comes to illegal gates or doors which are not registered in the original construction blueprints of the premises, the DSSOPT will have foremost authority as the bill considers them “static facility”.
In contrast, as far as movable objects, hurdles or obstructions are concerned, the CB will have authority in these situations. For example, when furniture pieces are discarded in the staircase, the CB will be legally authorized to issue a fine.
The bill also proposes that Fire Safety In-charge, a managerial position, can be held by CB-trained security guards. If the individual fails to fulfil their duty, they will be fined between MOP500 and 2,000.
If a fire safety management company violates the law, premises residences will be vested with the rights to terminate the service contract. AL
