Au Kam San points the finger as ‘tailor-made’ public tenders

Lawmaker Au Kam San has called on the government to protect the interests of local residents and local companies, claiming that some public tenders are being crafted to benefit large corporations from the mainland.
Au’s statements was delivered in a spoken inquiry during the period before the agenda of the Legislative Assembly plenary session of last Thursday afternoon.
According to the inquiry, the Health Bureau (SSM) recently launched a public tender for the supply of security services. In the tender conditions, one of the requirements for the bidders is that they are able to supply a minimum ceiling of 90% of the security staff needed (358).
With this requirement, the lawmaker says that the SSM is purposedly excluding almost all the local companies which have fewer staff members, and delivering the tender to the large corporations, namely those from the mainland, that have a large percentage of non-residents workers among their human resources.
For Au, this is an example of public tenders being “tailor-made” to benefit certain companies, and, consequently, harming local companies and local residents that are currently unemployed.
Au also questioned the government regarding how certain companies have not been affected by the policy restriction on the hiring of non-residents that, according to his calculation, reduced only less than 10%. He called on the government to fully hold commit to the policy of locals providing priority access to the available job posts.
