Details of the city’s different talent acquisition schemes August will be announced in phases, the Talent Development Committee announced over the weekend.
Jul. 1 saw the enactment of three laws and regulations concerning talent acquisition. The law is The Legal System for Talent Acquisition, while the Executive Regulations are The Implementation Details for the Legal System for Talent Acquisition as well as the framework for the Talent Development Committee.
In light of the enactment, the Committee said that it would announce the details of talent acquisition schemes from August.
According to the government’s earlier notes, the city’s talent acquisition efforts will cover three types of talented people, which in the government’s wording are referred to as high-tier talent, excellent talent and high-level professional talent.
Each type of professionals will have their own application criteria and requirements.
In terms of the commencement of application, the Committee pledged that the government shall conduct this process “in an orderly manner.” It added that it would establish an electronic platform to receive applications, so as to enhance application processes, reduce the needs for personal applications, as well as improving administrative efficiency and service quality, “while ensuring rigorous review procedures.”
The government has been emphasizing that the Chief Executive has the final decision as to the import of talented people.
According to the aforementioned Legal System, a new entity – the Talent Import Review Committee – will review applications based on Macau’s actual needs from a shortlist compiled by the Talent Development Committee. The Public Security Police Force will help verify the identity of applicants.
The Talent Development Committee assured the public that it has a monitoring mechanism throughout the application procedure. It will also ensure that imported talent take jobs as declared in their applications.
According to the government, the aforementioned Legal System aims at attracting top professionals to help Macau’s innovation, competition, marketing and economic diversification.
