The number of licenses for the provision of civil aviation services will be established by the Chief Executive and the maximum validity period of these licenses is 25 years, as announced yesterday in a Third Standing Committee meeting.
According to Vong Hin Fai, president of the committee, the number of future licenses will be determined by the CE. In addition, licensed airlines are required to prepare a business plan every five years and submit it to the CE for approval. The government hopes to use this to supervise the airlines’ operations.
Vong also stated that some members are concerned that the 25-year license period is too long. If the licensed company encounters service or other problems midway, but the situation is not serious enough to cancel the license, the government may have to tolerate it for 25 years.
The government responded that the licenses in some countries are indefinite, but it will use the comparative method to review the license periods in neighboring countries or regions before making a decision. As for renewal, the government agrees that renewal matters need to be regulated, but hopes to leave it to the government that takes over in the future to consider the renewal period in light of Macau’s actual situation or economic conditions.
