Appeal confirms Raymond Tam’s innocence

The Raymond Tam case, related to the controversy surrounding the perpetual graves in the St Miguel Arcanjo cemetery, came to an end yesterday. The Court of Second Instance upheld the decision of the Court of First Instance which had acquitted the four defendants, ordering the dismissal of the appeal filed by the assistant Paulina Santos. Raymond Tam, former president of the Civic and Municipal Affairs Bureau, and other defendants including the bureau’s ex vice president Lei Wai Nong, the former Department of Environment, Hygiene and Licensing Chief Fong Vai Seng and the department’s former head of cemetery affairs Siu Kok Kun, had been accused of malfeasance in their delay to deliver documents to the prosecutor about the case of ten perpetual graves.
