Regulation to foster educational exchange with Guangdong Province takes effect

 

The Executive Council (ExCo) has completed the discussions on two draft administrative regulations, which stipulate the particulars in the “Allowance for Macau’s students enrolled in schools in Guangdong Province” and “Medical Professional Committee.”
Grants for Macau students to pursue education in Guangdong Province also took effect on March 13.
The regulation is intended to foster educational exchange between Macau and Guangdong Province.
The applicants deemed eligible to receive the allowance for the 2020/2021 school year must hold a Macau ID card and be still enrolled in pre-school, elementary school, junior high school, and high school education in Guangdong Province on March 31, 2021.
There are two types of subsidies, namely for tuition and school supplies. Local students who received any free education in Macau or tuition subsidy in the 2020/2021 school year cannot apply.
The tuition allowance per student is capped at MOP8,000 for pre-schools and MOP6,000 for elementary schools, junior high and high schools. The final amount will be determined by the relevant education administration departments in the region.
The amount of school supply allowance per student will range from MOP1,150 to MOP1,700.
The whole scheme is expected to cost MOP40.8 million in total and will benefit 6,200 local youths in the current academic year.

Medical Professional Committee to have 23 members
The forthcoming Medical Professional Committee, as detailed in another draft administrative regulation, will comprise a total of 23 members hailing from the public and private sectors. They will be appointed with a three-year renewable tenure by the Secretary for Social Affairs and Culture Ao Ieong U.
“The law does not stipulate the share between public and private [medical practitioners for the committee], but we will consider the [nomination] list submitted by various professional bodies,” Secretary-general of the Committee Leong Pui San told the Times when asked about the ratio of members from the public to the private sectors within the committee.
The committee operate under two concurrent modes of both plenary meetings and select committees.
There will be 16 select committees; 15 select committees are responsible for handling the medical professional accreditation and one for disciplinary matters. The fifteen committees are designed to handle medical accreditation, formulate medical practice regulations and guidelines, and organize internships and training activities, while the latter will handle disciplinary procedures for medical practitioners and offer suggestions regarding work ethics.
The draft regulation came into effect on March 13. The establishment of the committee is in accordance with Article 7 of Law No. 18/2020 Medical Professional Accreditation and Registration System — which is slated to take effect on October 1, 2021.
