CE calls on government team to enhance political stance following Chinese plenary session

The inaugural “Seminar on the Promotion of the Spirit of the Fourth Plenary Session of the 20th Communist Party of China (CPC) Central Committee” was held on Saturday, where Chief Executive (CE) Sam Hou Fai underscored the necessity for Macau’s governing team to elevate their political stance and collaboratively promote and implement the session’s spirit.

The seminar was held at the Complex of Commerce and Trade Co-operation Platform for China and Portuguese-speaking Countries, where Sam delivered concluding remarks highlighting five key insights from the plenary session, including the promotion of patriotism, invigorating societal vitality, and enhancing governance effectiveness under the law.

He underscored that thoroughly studying, publicizing, and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee is a significant political task for the Macau Special Administrative Region (MSAR) both now and in the future.

In his speech, Sam noted, “Recently, the Macau SAR government and all sectors of society have actively organized study and discussion activities in various forms, igniting a wave of enthusiasm for learning the plenary session’s spirit throughout Macau. It is hoped that all sectors will continue to play a leading role in guiding the public to deepen their understanding of this spirit.”

According to the Government Information Bureau (GCS), the seminar was divided into two sessions. It attracted approximately 600 attendees, including principal officials of the Macau government, members of the Executive Council, Legislative Assembly members, judicial officials, and bureau- and department-level officials. Additionally, National People’s Congress deputies and Chinese People’s Political Consultative Conference members from Macau, along with representatives from various sectors of society, were present. It was noted that the seminar was held at the request of the local government and received approval from the central government.

At the seminar, the CE emphasized that the plenary session has established critical strategic arrangements for Macau’s initiatives within the nation’s 15th Five-Year Plan, which will take effect from 2026 to 2030. He called on Macau to actively align with national development strategies, enhance the effectiveness of governance under the law, promote appropriate economic diversification, and strengthen cooperation with the mainland across economic, trade, scientific, technological, and cultural sectors.

The CE also underscored the importance of better integrating into and serving the broader national development landscape, thereby advancing China’s modernization. He pledged that the government will unite and lead all sectors of society to fully implement the spirit of the plenary session, seize the new opportunities presented by the national 15th Five-Year Plan, and stated, “We will work together to manage, build, and develop Macau well.”

“Studying, publicizing, and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee is a major political task for the Macau SAR both now and in the future,” he reiterated during a media group interview following the seminar.

Meanwhile, according to the GCS, Zheng Xincong, Director of the Liaison Office of the Central People’s Government in Macau, emphasized that attendees from various sectors of society are vital forces dedicated to loving the country and Macau.

“It is hoped that the governing team will seize this briefing session as an opportunity to unite and lead all sectors of society in studying and promoting the spirit of the plenary session,” he stated. Zheng urged the team to “deeply grasp the important tasks and opportunities for promoting Macau’s long-term prosperity and stability during the 15th Five-Year Plan period” and to align with the development blueprint outlined in the plan closely. He encouraged active engagement with national development strategies, urging all to fully leverage Macau’s unique advantages to better integrate into and serve the broader national development landscape.
