Motorcyclists to be fined if wearing non-approved helmets

Motorcyclists and passengers will be fined MOP600 if they are caught riding their bikes while not wearing proper helmets, as announced by the government yesterday. The regulation will come into effect one year from the announcement.
According to the regulation, motorists and passengers are required to submit information about their intended personal helmet use to the Transport Bureau (DSAT) in order to get an approval. Once the DSAT approves the application, the information will be forwarded to the Public Security Police Force (PSP).
The regulation also applies to both helmet importers and sellers, who are required to go through said approval procedure in order for their products to be legitimate.
The protection gear has to meet four requirements: to have a label identifying the technical standards adopted by the producers; showing no signs of damage nor deformation; in case the helmet has a face shield, it must comply with the provisions stated in local road traffic laws; it has to meet one of the technical standards accredited by the government. Regarding the last, the accredited standards are those from mainland China, Taiwan, Australia, New Zealand, Japan, the European Union and two of the United States.
