Taiwan introduces stricter residency policy for Macau, Hong Kong residents

Taiwan’s Mainland Affairs Council (MAC) Minister Chiu Chui-cheng recently announced a new long-term residency option for residents of Macau and Hong Kong, accompanied by a heightened national security observation period.
Speaking at the Taipei Technology Run event, Chiu explained that the new residency track would allow Macau and Hong Kong residents to apply for long-term residency in Taiwan, similar to the permanent residency system available to other foreign nationals.
However, the application process will now include stricter national security evaluations to ensure Taiwan’s safety amid increasing political tensions.
The revised policy was made on the grounds of “national security.”
Chiu emphasized that the extended national security observation period is necessary to better vet applicants and monitor cross-border movement.
This policy revision follows the region’s leader Lai Ching-te’s 17-point national security strategy aimed at “countering Chinese infiltration.”
“We have added a national security observation period to ensure comprehensive security. This provides an additional option for Hong Kong residents and offers greater protection for our citizens,” said Chiu.
Additionally, the official warned about the risks of traveling to Macau, Hong Kong and China, and urging Taiwanese citizens to register with the MAC before departure due to ongoing security concerns.
Data from the MAC shows a 22% increase in the number of Hong Kong and Macau residents granted residency, rising from 1,659 in 2023 to 2,024 in 2024. Staff Reporter
