SMEs now eligible to apply for loan up to MOP5 million

Local small and medium-sized enterprises (SMEs) in Macau can now apply for loans of up to MOP5 million from licensed banks, according to the Economic and Technological Development Bureau (DSEDT).

The program offers a subsidy period of up to three years, with an annual interest subsidy of up to 4%. The total amount of loans that can be disbursed by licensed banks under the scheme is capped at MOP1 billion.

The application window will remain open until April 22, 2026.

The initiative is exclusively available to businesses that are operated or majority-owned (over 50%) by Macau residents.

Eligible enterprises must not be engaged in public works contracts or financial services. In addition, the total number of employees, both part-time and full-time, across all businesses owned by the applicant must not exceed 100. The commercial entity must also have registered its operations with the Financial Services Bureau (DSF) by April 15.

During the Legislative Assembly session on the 2025 Policy Address yesterday, Secretary for Economy and Finance Anton Tai Kin Ip unveiled a new “three-tier” program aimed at revitalizing Macau’s local businesses.

The initiative focuses on supporting “specialized and distinctive shops,” “unique old shops,” and “centuries-old heritage shops” to boost brand value and reinforce Macau’s cultural identity.

The first tier will assess and enhance local businesses currently enrolled in the government’s Distinctive Shops Program, while also introducing unique enterprises from other regions to enrich Macau’s commercial landscape.

Tai emphasized the need for SMEs to evolve, citing the importance of adapting to digital trends. He noted that short-term policies have been implemented to stimulate consumption and increase foot traffic, giving businesses time to adjust.

He called on SMEs to embrace innovation and better connect with Generation Z consumers, stating, “Young people today, especially those in their early 20s, prefer digital transactions – almost all purchases happen via smartphones. SMEs must understand this mindset and offer distinctive, appealing products and services that reflect individuality.”
