Woman accused of fraud, victims include Chan Meng Kam

Businessman and former lawmaker Chan Meng Kam is victim of fraud, after he reported a loss of HKD96 million, according to a report by TDM.

Last week the Judiciary Police (PJ) announced it had received reports from a total of around 30 people who claimed to have been defrauded.

As reported by the PJ, the alleged victims said they had lost money to a local resident named Isabel Chiang, who absorbed money from these people by using the name of a real estate company.

In total, Chiang is said to have absorbed a total of HKD167 million, not including Chan’s money, from these self-proclaimed victims. The smallest singular loss is HKD200,000, while the biggest singular loss reported is HKD60 million.

Contacted by TDM, Chan confirmed he is also a victim of Chiang’s scheme, and that he lost contact with Chiang about one month ago. The last time Chan saw Chiang was more than one month ago.

The former lawmaker has already filed an action in court to retrieve his loss. Chan, who is also currently a member of the Executive Council, said that Chiang had proposed two properties as collateral to Chan, and that she even promised to pay back the loan in a short period.

However, Chan found out that the two properties had already been mortgaged to the bank. According to several reports, Isabel Chiang is currently out of Macau.
