Change to Urban Planning Committee causes controversy

Commentators are skeptical of the Macau government’s decision to cancel the secretariat of the Urban Planning Committee, a decision which was announced on Tuesday.
According to a press release from the Executive Council, the responsibility of the committee’s secretariat will be taken over by the Land, Public Works and Transport Bureau (DSSOPT). The Office of the Sectary for Transport and Public Works also released a statement yesterday, claiming that this change is based on the policy of simplifying government structure. It also claimed that the cancellation of the secretariat will not change the duties, power and operation of the committee.
During his visit to the New Year market at Tap Seac Square yesterday, the Chief Executive Chui Sai On reiterated that Secretary Raimundo Rosário is still the president of the Committee, and that it was the Secretary who proposed the change.
“The reason he gave was that it is sufficient and appropriate for DSSOPT to perform the duties of the secretariat, and provide financial and administrative support to the Committee. He, as the president of the Committee, also promised to continue the operation of the Committee according to the law,” he said. “We trust and respect the recommendation of the Secretary on this matter.”
Moreover, it was pointed out that Secretary Rosário just announced in the Official Gazette last week that he would transfer some of his power to the Committee secretary. Some have questioned whether the abrupt change may be considered administratively illegal.
Mr Chui said that he believes in the legal team of Secretary Rosário, and does not think there is any illegality in the actions taken. “Of course, Macau is a place that upholds the rule of law. Therefore, everybody can study the matter from a legal perspective. However, I believe that our team has prudently considered the change, and it does not affect the operation of the Urban Planning Committee,” he said.
Mr Chui claimed that the secretary will be providing a more detailed explanation to the public once he comes back from his holiday.
The CE also said that he will be discussing the issue of idle land lots with Secretary Rosário, and will publish related information if possible. JPL
