According to the latest draft of a bill governing the recognition of construction professionals, an appeal mechanism and several selected committees will be established within the future Architecture and Engineering Committee, to deal with objections and regulate different aspects of the regime.
The draft bill stipulates that Macau residency will be one of the qualifications for registering related professionals. Moreover, the exemption for governmental departments from the restrictions on hiring non-local professionals in special projects was lifted, which will fulfill the requirement that all construction projects be taken charge by a resident professional.
Yesterday the Legislative Assembly (AL)’s 1st Standing Committee discussed the newly revised bill with government representatives. The committee president Kwan Tsui Hang told the media that the meeting mostly focused on the Architectural and Engineering Committee’s “allocation of powers and functions.”
“The committee will be composed of dozens of professionals from related sectors including those from academia, and the Secretary of Transport and Public Works will serve as its president,” revealed Ms Kwan. After the committee is established, it will be divided into a general assembly and several selected committees that have different functions. The lawmaker further explained that the general assembly would be set as “the ultimate authority,” to which the applicants can appeal.
The insurance issue for registered construction and urbanism professionals was another featured topic at the meeting. Kwan stated that currently, the principles and amount of required insurance are still not decided, but “it is obvious that mandatory insurance will become one of the requirements of related professionals’ registration.” BY
