A senior foreman was sentenced to 15 months imprisonment in Hong Kong on Monday after being convicted on two counts of offering an advantage to an agent. Lee Shu-shan, 44, had pleaded not guilty to offering Shum Po-kit a Macau casino chip worth HKD50,000 on two occasions two years ago.
In a trial that took place at Hong Kong’s Tsuen Wan Magistrates’ Court it was found that Lee tried to bribe a contractor into accepting substandard materials that were purchased for the Hong Kong-Zhuhai-Macau bridge (also known as Delta Bridge).
Lee worked for China Harbour Engineering at the time, while Shum was a staff member of Ove Arup, a firm assigned to inspect the quality of the rockfill bought by Lee’s company. The rockfill was placed inside structures that supported artificial islands built at the bridge site.
According to the South China Morning Post, the court heard earlier that in October 2013, Shum told Lee that the rockfill bought from Win Sino Engineering by China Harbour did not meet the required standard. The next day, Lee offered Shum a Macau casino chip. Shum allegedly told him: “Don’t be silly. Take it away.”
But Lee wasn’t happy with the reply and offered Shum the chip a second time, saying: “Go there and have fun when you’re free.” Shum never took the money, the court heard.
After being alerted by Shum and his boss, the Independent Commission Against Corruption arrested Lee last year.
