The School of the Residents of Macau, operated by the General Union of Neighborhood Associations of Macau (UGAMM), has recently had its land concession suspended by the government.
The land concession was issued for education purposes at no cost in 1994 by the then Portuguese administration to the UGAMM.
Recently, the Secretary for Transport and Public Works announced in the Official Gazette that the land concession has been terminated in accordance with the law. According to the concession agreement, the concession period ended on January 4, 2019.
However, the concession can legally be extended to December 19, 2049.
The law stipulates that unremunerated land lease can only be extended with the approval of the Chief Executive. Application for an extension, however, must be submitted no earlier than nine months and no later than six months prior to the expiry date.
The termination came into effect because the UGAMM did not file for an extension of the concession within the legal period.
The management of the UGAMM admitted to the matter. It has been quoted as saying that the entity has filed for another concession because a renewal cannot be granted as the previous concession has already ended. AL
