José Pereira Coutinho and Ron Lam: Outdated regulation of public spaces


The Secretary for Administration and Justice, André Cheong, has announced that the Municipal Affairs Bureau and the Legal Affairs Bureau are collaborating to review the General Regulations Governing Public Places.
In response to inquiries from both lawmakers, Cheong explained that the regulation has been in place for over twenty years and requires a thorough update. The review will focus on modernizing the rules and introducing penalties for violations, which the Secretary described as “incompatible with the current socioeconomic reality.”
Recent incidents, including one where a man threw a cleaver from his apartment in Fai Chi Kei, prompted these inquiries.
