Lawmakers react with mixed feelings

Lawmakers have reacted to the Policy Address with mixed feelings. As was to be expected, the New Macau Association lawmaker Ng Kuok Cheong was one of those most unconvinced, although he stressed that the introduction of a municipal body has potential; although lacking administrative power, the municipal body could have an important advisory role.
“I don’t think that we should put obstacles to the introduction of a municipal body with elected representatives. It’s true that this organ is devoid of political power, but it can supervise many local projects. According to the Basic Law, its members must be part of the Chief Executive Election Commission”, he said, adding that Macau should be divided into five administrative areas.
Talking to journalists on the sidelines of the Policy Address presentation, Ng Kuok Cheong said that he was disappointed with the lack of information regarding the use to be given to undeveloped land. “He [Chui Sai On] said that the concession of 22 [undeveloped] land plots would expire soon, and its future usage would be revealed in short notice. But what does it mean short notice? One year, two, three or this month? Is he going to disclose this? The issue is important because economic housing could be built on some of those 22 land plots,” he said.
Gabriel Tong also agrees with the introduction of a municipal body, stating that the measure could promote civic participation among residents, although the government should clearly define the roles of the new organ. “Comparing the traditional activities of a civic council, Macau is substantially different,” said the lawmaker and scholar at the University of Macau, alluding to the limited powers of the Civil and Municipal Affairs Bureau (IACM).
Chui Sai Peng, the Chief Executive’s cousin, was satisfied with the Policy Address, which according to him reveals more in terms of long-term planning.
“It was the first time that a five-year plan was suggested. I think it is a great idea because it can lead to more coherent and consistent policies. Another good idea is to encourage young people to start businesses; this is a new measure that should be properly analyzed. Relating to the heavy traffic, it is the first time that the Chief Executive has mentioned casino shuttle buses. (…) He will also allow more people to take part in the government through the consultative bodies by introducing a measure to limit the terms to two or three reappointments and a time frame not superior to six years,” Chui Sai Peng commented.
