Zhuhai’s legal authority revealed earlier this week that the city’s Standing Committee of People’s Congress has launched a draft which says that the Hengqin area will implement new anti-corruption policies, according to a report by Nan Fang Daily.
The draft includes 72 articles. One provision suggests that a 24-hour report mechanism shall be established, which encourages the public to report corruption or bribery in exchange for rewards. However, no anonymous whistle-blowers are permitted.
Moreover, civil servants’ spouses or children will be banned from operating commercial activities in regions where the civil servant holds a position in administrative departments.
Another article indicates that civil servants shall report all debts to their own department. For instance, if a person borrowed more than thrice his or her monthly salary, that person will have to report to the department in which he or she works.
The draft is open to the Hengqin public for feedback and suggestions. JZ
