New phase of talent recruitment system launching this year

The government announced yesterday plans to launch the third phase of its talent recruitment system this year, which has already seen over 750 individuals recommended in its first two phases, primarily targeting corporate executives, industry professionals, and teaching and research personnel.

The Talent Development Committee held its first regular plenary meeting of the year yesterday afternoon.

Prior to the closed-door session, Chief Executive Sam Hou Fai announced that, following a thorough review of the first two phases of the talent recruitment system, the government aims to optimize relevant policies and enhance supporting measures, with plans to “steadily” launch the third phase later this year.

According to Sam, the first and second phases of the system, launched in 2023 and 2024, have preliminarily met their expected outcomes, “providing new vitality to the appropriate diversification of Macau’s economy.”

In his speech, it was highlighted that plans are underway to launch an interdepartmental cooperation mechanism this year, which will establish two working groups to offer support services from talent recruitment to relocation in Macau.

According to Sam, this initiative aims to continuously enhance the talent service system, ensuring that talent can work and live comfortably in the region.

He stated, “Talent work is a systematic endeavor focused on attracting, utilizing, and retaining the right talent.”

The Chief Executive, who also serves as the chairperson of the committee, urged committee members to persist in their efforts and collaborate with the Macau government to optimize talent-related work and strengthen support for the ‘One country, two systems’ policy.

Specific measures include adopting a holistic approach to coordinate efforts and actively attract and cultivate talent, as well as respecting science and professionalism to ensure the quality of talent recruitment and development.

The government also aims to widely solicit public opinion, enhance policy communication, and ensure that talent initiatives gain the understanding and support of residents to promote sustainable development.
