The Social Welfare Bureau (IAS) launched the “2025 Nursery Operation Manual Program Sharing Session,” where 119 participants attended and 12 nursery centers shared their experiences and results in creating operation manuals.
In collaboration with the University of Macau’s (UM) advisory team, the session introduced the implementation status of the 2025 program.
Since 2019, IAS has commissioned the Faculty of Education of UM to conduct a study on the quality of nursery services in Macau.
This initiative developed and tailored the “Nursery Operation Manual” to local situations in order to support the continuous development of nurseries.
The manual focuses on five key areas: administrative management, childcare activities, health and safety, environment and facilities, and social collaboration.
Within each domain, the manual provides detailed standards, indicators, and practical implementation guidelines.
By 2023, 10 subsidized nurseries successfully completed the crafting of their individual operation manuals, and by 2024, an additional 15 subsidized nurseries met the program requirements. RD
