Gov’t launches tender for superstructure of Plot B1 in Zone A

The Public Construction Bureau (DSOP) has launched a new public tender to develop another land parcel in Zone A of the new reclamations.
This time, following a long series of plots on which public housing estates were built, the DSOP tender aims to construct the superstructure for Plot B1.
As previously disclosed, this plot has an area of approximately 30,371 square meters, and it is planned to host four schools and an educational activities center. The project will also include an underground parking area and a student drop-off and pick-up area.
The DSOP noted that, to align this development with the overall project schedule, bids for the superstructure work will be divided into three zones, with this one being for the first zone, which includes the superstructure of one of the schools, the basement work for the plot, and the underground passages for the surrounding plots.
These works are set to take place over a maximum completion period of 530 working days, which is one of the prerequisites of the bidding.
Besides the total completion time of 530 days, the project includes two mandatory milestone deadlines: the first for the completion of the structural work for the underpass between Plots B1 and B2 (including backfilling), which needs to be completed within 160 working days, and the second, at 280 days, which includes the completion of the building’s structural topping-out work.
There are no price limits, and proposals must be submitted to the DSOP by September 14 at 5 p.m. The bid opening ceremony will be held the following day, September 15, at 10 a.m.
As stated in the tender document, the criteria for evaluating bids include price (50%), completion deadline (10%), contractor experience and quality of previous work (20%), implementation schedule (10%), and human resources plan (10%).
The winning bid will be the one with the highest total score; in the event of a tie for the highest total score, the contract will be awarded to the bidder with the lowest price proposal.
