Gov’t to add remark on PCUs regarding land rights
The Land and Urban Construction Bureau (DSSCU) has issued a statement noting that, from now on, it will include a note in the urban conditions plan (PCU) stating, “This PCU does not grant its bearer any rights over the land.” The DSSCU did not explain why the bureau added this statement. However, it clarified that the purpose of the PCU is to define the development indicators for the land plot, serving as a technical document required before any construction work can begin. PCUs state, among other things, the urban planning constraints regarding purpose, height, land use, and occupancy rates.
