Wynn and Galaxy file for PCUs for upcoming expansion works

Gaming operators Wynn Macau (Wynn) and Galaxy Entertainment Group (Galaxy) have both requested the issuance of new urban condition plans (PCUs) for their unused land parcels located in Cotai.

The projects, submitted separately and at different times to the Land and Urban Construction Bureau (DSSCU), are currently being reviewed by the bureau. Wynn’s submission is presently undergoing a public consultation stage before being discussed by the Urban Planning Committee.

The PCUs concern the use of land parcels currently without buildings, located next to Galaxy Macau and Wynn Palace developments.

Regarding Galaxy, the first project submitted to DSSCU seeks approval for construction on a parcel located next to Estrada da Baía de Nossa Senhora da Esperança, the last available piece of the Galaxy land plot.

For Wynn, the parcel in question is located at Avenida da Nave Desportiva, in front of Wynn Palace, commonly referred to as a “grass area.”

Although it is not yet clear what both companies plan for the vacant land parcels, Wynn recently announced plans to invest up to USD250 million (around MOP2 billion) this year in key projects, including the expansion of Wynn’s Chairman’s Club gaming area at Wynn Palace.

The upgrade, confirmed during the second-quarter earnings call, aims to enhance the concessionaire’s premium offerings. Also announced was an increase in capital expenditures for next year, expected to reach between USD450 million and USD500 million (MOP3.6 to 4 billion), including the construction of a large-scale events center at Wynn Palace.

The company said the venue, subject to government approval, is expected to occupy land on the north edge of the resort and be completed in “early 2028.”

Galaxy’s project appears to be a building up to 160 meters tall (around 50 floors), comprising two towers. According to previous documents, the land use is designated under the TD1 code for tourism and entertainment, potentially indicating a hotel unit or casino facility.

More details on the projects should be disclosed when they are discussed at upcoming Urban Planning Committee meetings. Currently, no meetings of this Committee have been scheduled.

New hotel may rise on ZAPE’s long-idle plot

A new hotel may soon be built on ZAPE’s long-idle land plot, located next to Fortuna Casino at D. Afonso Henriques Square.

According to documents submitted to the DSSCU for analysis and issuance of a PCU, the 392-square-meter plot in a central area of Macau is intended for a new hotel unit.

The last PCU for the land was in 2016, when authorities approved construction of a building up to 90 meters (about 30 floors), similar to the current conditions proposed by DSSCU.

The project is undergoing public consultation until September 4 and is expected to be discussed in more detail at an upcoming Urban Planning Committee meeting.
