Child sex assault probe exposes MOP860,000 medical sham

A traditional Chinese medicine practitioner in Macau faces child sexual assault charges after allegedly providing improper treatment to a minor patient during a clinic visit.

The probe into the doctor uncovered another scam at the same clinic that defrauded the government of nearly MOP860,000 in medical voucher subsidies involving about 900 patients, authorities said Tuesday at a special press conference.

Authorities arrested the 44-year-old medical practitioner at a Sau Lei Tou (Patane) clinic on Monday (April 13), suspecting him of sexually assaulting a minor female patient during a solo follow-up visit for hand tremors.

According to authorities, the girl had received routine care on two prior visits to the clinic. During these two visits, she was accompanied and received normal treatment both times.

However, last Tuesday (April 7), the victim went to the clinic alone for a follow-up appointment.

During this visit, she was asked to change into loose clothing for a massage. During the massage, without her consent, the doctor, surnamed Yang, allegedly removed her shorts and underwear and molested her.

The victim also said that the doctor applied an unknown liquid to her waist, leaving her feeling hot all over.

Believing she had been sexually assaulted, she told her family about the situation, and the girl ultimately filed a report with the Judiciary Police (PJ) on April 9 with her father.

After the report was filed, PJ conducted an investigation and searched the clinic on Monday afternoon, finding stimulating massage oil – which is suspected to have been used on the girl – as well as other suspicious items at the clinic.

During the investigation into the sexual assault case, PJ also discovered that the suspect had conspired with others to defraud medical vouchers, and a separate case has been opened for further investigation.

The “case within a case” probe exposed Yang’s role in defrauding MOP860,000 in government medical voucher subsidies since August 2025.

Despite a 2021 fraud conviction that resulted in a two-year probation sentence in June 2025 and the revocation of his voucher rights, Yang registered accomplices, 37-year-old Feng and 31-year-old Lin, as resident doctors at the same clinic, authorities stated.

They lent their credentials for bogus verifications when patients saw Yang, splitting profits on an 80-20 basis in Yang’s favor.

Phone records confirmed the scam.

Authorities are currently investigating whether there are other victims in both cases.

Online Scam Case

Authorities warned of surging online scams at the conference.

They said a local man lost over MOP7,300 in a “nude chat” scam.

The case shows that the victim connected on April 9 with a woman on social media, and the two switched to using the mobile messaging app Telegram to communicate.

Later, the female netizen invited the victim to have a nude video chat, which lasted approximately one minute, according to the victim’s account. Afterwards, the victim received the nude video and screenshots of the social media app from the female netizen, who demanded that he buy her points from a specified site or she would release the video.

Fearing humiliation, he bought MOP7,300 in points and sent proof of payment. The scammer pushed for more, which led the victim to ultimately file a report with authorities on April 11.
