On The Agenda
The planned Macao Technology Research Industrial Park aims to establish an “education, technology, and talent ecosystem” to support research, innovation, and talent development in Macau, according to Macau Development Strategy Research Centre chairman Sandro Kou.
The initiative is designed to position Macau as an important contributor to the Guangdong-Hong Kong-Macau Greater Bay Area (GBA) innovation network.
For Kou, Macau is undergoing a “period of structural industrial transformation.”
During his visit last year, President Xi Jinping provided guidance for Macau’s development, and in line with the 20th Central Committee of the Chinese Communist Party’s support for Hong Kong and Macau to enhance their role in attracting international talent, these directions aim to promote high-quality development and a moderately diversified economy in the region.
The park will focus on four strategic sectors: biomedicine (emphasizing biopharmaceutical R&D), integrated circuits (aligned with global semiconductor demand), digital technology (including artificial intelligence and data analytics), and aerospace (exploring advanced developments).
Covering approximately 650,000 square meters, the park will integrate resources from four national key laboratories, including professional laboratories, research offices, and data centers, to support startups, established companies, and academic institutions. These facilities are designed to enable collaboration and create a “research – incubation – transformation – service” system that moves technological discoveries from the lab to the market efficiently.
Talent cultivation is a parallel priority. The park will foster partnerships with Macau universities, offering internships, specialized training, and international technology exchanges to equip local youth with research and cross-cultural skills.
“The park will facilitate partnerships between resident enterprises and Macau universities, including joint laboratories, training bases, and targeted programs. This model aims to cultivate local youth while attracting international talent, creating a collaborative ecosystem that supports high-quality internships, employment, and research opportunities,” said Kou, as cited in a Macao Daily News report.
In addition to strengthening Macau’s innovation capacity, the park aims to enhance its strategic role within the GBA and expand research collaborations with Portuguese-speaking countries, according to Kou.
“The Macao Technology Research Industrial Park is a systematic initiative to support Macau’s long-term development. By combining world-class infrastructure, an innovative ecosystem, and global industry connections, it aims to cultivate local talent and attract high-end professionals, becoming a key driver of Macau’s moderately diversified economy and a platform for integration into China’s broader development goals,” he concluded.
