Two development plans launched for ZAPE economy

With satellite casino closures set for the end of the month, the Industry and Commerce Association of Macau launched a Business District Revitalization Plan for ZAPE yesterday to revive the area’s struggling local economy.

The plan includes two key programs: a group-buying subsidy initiative and a promotion scheme targeting Hong Kong customers.

According to the Industry and Commerce Association of Macau (ZAPE), approximately 250 merchants have signed up, and the investment level stands at around MOP3 million.

Chamber president Wu Tat Chong said the effort combines online and offline resources to encourage innovative consumption.

The official stated that the goal is to boost merchant competitiveness, increase brand recognition, and inject new vitality into the ZAPE area.

At the launch event, Wu explained in his speech, “The platform will provide participating merchants with comprehensive support, from platform operation training to promotion and marketing. It aims not only to help merchants achieve significant growth in turnover in the short term, but also to help them master marketing tools in the digital age, further enhancing their business confidence and stimulating business activities in the area.”

The group-buying program partners with food delivery platforms to create special zones and discount packages designed to increase merchant visibility and attract users. Meanwhile, the Hong Kong promotion offers exclusive deals and travel guides to encourage cross-border consumption. These promotions are featured on platforms including Aomi, TikBee (閃蜂), mFood, and OpenRice.

Wu told the media, “Merchants are discussing future development directions. I think the most important thing is that the government also communicates with them about the future development direction of this area and how to execute it. The government is very concerned about this.”

He added, “Many of them are considering how to transform, as the structure built up over many years may undergo significant changes.”
