Gov’t bureaus meet with the MICE sector on staff hiring regulations

A multidisciplinary group composed of the Commerce and Investment Promotion Institute (IPIM), the Labour Affairs Bureau (DSAL), and the Public Security Police Force (PSP) organized a seminar to clarify employment regulations for representatives from the Meetings, Incentives, Conferences, and Exhibitions (MICE) sector.

This event was prompted by the recent case of numerous illegal workers found at a concert venue and the subsequent backlash from public opinion and legislators on the same matter. According to these opinions, similar situations are said to often occur in the MICE sector.

The “MICE Industry Seminar – Regulations on Personnel Employment and Management” focused on explaining the regulations and key points regarding the legal employment of personnel during exhibition events.

According to IPIM, around 120 local representatives from the MICE industry were in attendance.

During the seminar, DSAL representatives explained legal employment and management within the industry, clarifying the relevant provisions of the “Regulation on the Prohibition of Illegal Employment” and the “Law on the Employment of Non-Resident Workers.”

PSP representatives also explained how to prevent illegal employment and facilitate cooperation among stakeholders in regulatory enforcement.

The Macao Fair & Trade Association shared its experiences in on-site personnel management during MICE events.

Many attendees were said to have raised questions and engaged in discussions with the speakers on various matters related to this topic.

After the session, a representative from an integrated resort stated that they gained a better understanding of the laws and regulations through exchanges and practical sharing.

They remarked that the seminar had enhanced awareness of regulations within the MICE and hotel industries, further strengthening Macau’s reputation and status in the international exhibition field.

A representative from an exhibition organizing and construction firm said participating in the seminar provided a more thorough understanding of the regulatory requirements for personnel hiring and management. The same representative said, “This will help promote the standardization of personnel arrangements across the exhibition industry, making future business operations smoother.”
