Gov’t delays elderly meal pilot scheme, reviews pricing and model


The government has decided to temporarily suspend the planned “Pilot Scheme for Elderly Cafeteria Service for Seniors” in Seac Pai Van, with the Social Welfare Bureau (IAS) saying it is re-evaluating the programme after receiving mixed views from the public and stakeholders.
IAS director Hon Wai said in a media interview that the authorities are now listening to feedback from different sectors, particularly the catering industry, and are reconsidering various implementation options.
The initial target for the commencement of the programme was in April, following Secretary for Social and Cultural Affairs O Lam’s announcement in March of the proposed senior meal pilot program during a Legislative Assembly session.
He added that the government is no longer limiting itself to the originally proposed framework of a MOP20 subsidized meal.
“The ultimate goal is to ensure that elderly residents can choose healthy meal options from a proper menu,” Hon said, as cited in a TDM report.
The pilot scheme was originally scheduled to launch in April in Seac Pai Van. Under the initial plan, each meal would cost about MOP35, with the government subsidizing MOP15 and seniors paying MOP20.
Hon noted that Macau’s ageing population requires greater attention to dietary needs and nutritional health, which makes it necessary to ensure meal quality and service standards before launching the programme.
He said the government still hopes to introduce the initiative as soon as possible, but acknowledged that coordination with the catering sector will require additional time.
He added that the authorities will work with the Health Bureau, the Macao University of Tourism, and relevant culinary associations to establish clear food and nutrition standards for the programme.
According to the bureau, the review will take into account operational feasibility, industry capacity, and the diverse health needs of elderly residents. The officials stressed that future plans may include different models beyond the original proposal, as long as they support healthier and more flexible meal choices for seniors.
The government has not announced a new launch date for the pilot scheme.
