Labour bureau considers guidelines for platform workers
The Labour Affairs Bureau (DSAL) is considering developing guidelines for platform-based work as the sector evolves, aiming to clarify the legal relationship between platforms and workers and safeguard workers’ rights. In a written reply to lawmaker Leong Pou U, the bureau said existing labor laws protect employees’ rights where an employment relationship exists. Platforms acting as employers must provide statutory rest periods and labor insurance. Where workers instead provide services under a service contract, the relationship is governed by the agreed terms and relevant civil laws, including the Civil Code.
