5,500 permits open for Macau-Hong Kong cross-border cars

The Transport Bureau (DSAT) is issuing 5,500 regular quotas for private vehicles registered in Macau to travel between Macau and Hong Kong.

The permits are valid for five years, with the vast majority (4,950) allocated to private individuals, while the remaining 550 will be allocated to private commercial entities.

In a statement, DSAT said the new quotas will be issued to meet local residents’ demand to use the Hong Kong–Zhuhai–Macau Bridge (HZMB) to travel between the two regions, following coordination with Hong Kong authorities.

Applications for the new 5,500 quotas will be processed entirely electronically, with a new monthly review and allocation mechanism.

On this matter, DSAT said the monthly review mechanism aims to improve the efficiency of the process.

“To facilitate the submission of applications by residents and enhance administrative efficiency, DSAT has optimized the electronic system, through which the submission of applications and the supplementary submission of documents will be conducted entirely via the Macao One Account (applicable to quotas for private individuals) and the ‘Platform for Businesses and Associations’ (applicable to quotas for commercial entities),” DSAT noted, adding, “In addition, processing deadlines will be announced monthly and in phases to shorten the total time from document submission to the completion of the review, through the staggered submission of documents and payment of fees.”

Furthermore, in coordination with the neighboring region’s authorities, the Hong Kong party will make available an online payment option for the license issuance fee (HKD744) for regular quota applications, exempting applicants from having to issue bank cheques for this purpose.

According to DSAT, the Hong Kong authorities will notify applicants of the specific procedures for paying fees, depending on the status of their applications, and DSAT urges applicants to pay close attention to official information and submit documents and pay fees within the established deadlines.

Interested parties may, from 9 a.m. today (Sept. 24) to 6 p.m. on Oct. 23, 2026, submit an expression of interest and pay MOP500 to register for the lottery through the Macau One Account and the “Platform for Businesses and Associations.”

DSAT urged applicants to pay close attention to the information submitted in the expression of interest, as it cannot be changed.

The lottery results will be announced on Oct. 30. Each quota costs MOP1,500. Both the lottery and quota fees are non-refundable.
