CE meets with lawmakers to collect opinions for 2027 Policy Address

The Chief Executive (CE), Sam Hou Fai, met with lawmakers of the Legislative Assembly (AL) to hear their opinions ahead of the 2027 Policy Address.

The meeting was held last Friday and was attended by the CE and five government secretaries.

The meeting also marked the final working day before the adjournment of the first regular session of the eighth AL, which now enters its legislative recess until October.

According to a statement from the Government Information Bureau (GCS), all members of the AL spoke during the seminar, offering views and suggestions on a wide range of topics, including the Third Five-Year Plan for Economic and Social Development of the MSAR; safeguarding national security; deepening public administration reform; strengthening cooperation between the executive and the legislature; promoting appropriate economic diversification; advancing Macau-Hengqin integration; progressing with Macau’s four major projects; and boosting the economy at the community level.

The same GCS statement also noted that the meeting discussed other topics, including further integrating culture-, tourism-, and sports-related matters; enhancing services for the elderly and children; devolving public resources to lower levels of government; and population policy.

Other discussions included urban governance; big data infrastructure and the digital economy; legislation on artificial intelligence; urban renewal and district revitalization; the development of specialized financial services; and regional cooperation. Additionally, the seminar covered civil service affairs; key legislative and law-amendment initiatives; housing policy; talent development and attraction; patriotic and Macau-loving education; youth employment; livelihood improvement measures; and family-friendly policies.

At the seminar, the CE reaffirmed the government’s commitment to upholding and improving the executive-led system while strengthening positive interaction between the executive and legislative branches.

Sam also noted that this dedicated exchange session “was an innovative initiative of the current-term government and the AL,” remarking that “it demonstrated the further strengthening and improvement of the executive-led system, as well as enhanced positive interaction between the executive and legislative branches.”

During the session, the president of the AL, André Cheong, noted that the government and the AL have maintained close communication and effective collaboration throughout this legislative year, remarking that the government’s proactive outreach to legislators during the Policy Address preparation process had strengthened interaction between the executive and legislative branches.

He also mentioned that the seminar helped the AL better fulfill its roles of providing political guidance and legislative oversight and serving as a key bridge between the government and society, paving the way for continued dialogue to advance Macau’s sustainable development.

The CE closed the session by thanking AL members for their “substantive and practical proposals put forward,” noting that the suggestions were comprehensive and covered short-, medium-, and long-term development needs, thereby offering valuable input.

Sam also expressed hope that AL members would use the adjournment period to rest, reflect on their experiences, and plan for the future, returning for the new session with renewed energy and a proactive spirit.

“Together, the Government and the Legislative Assembly will write a new chapter of sincere cooperation in the development and revitalization of Macau,” the CE was quoted as saying at the event.
