Gov’t advances urban planning for Seac Pai Van development

The Land and Urban Construction Bureau (DSSCU) has announced a study to optimize urban planning for the undeveloped land in the Seac Pai Van area, with the aim of creating a more comfortable, convenient, and green residential community.

The remarks were made in response to a written inquiry from legislator Leong Hong Sai to the government earlier this year about establishing an outdoor sporting venue in the Seac Pai Van neighborhood.

Chief Executive Sam Hou Fai has included in his Policy Address a plan to speed up the completion of a study focusing on modifying the urbanization plan for the eastern part of the Seac Pai Van area in Coloane.

According to a response from Chao Wai Ieng, president of the Municipal Affairs Bureau (IAM), to legislator Leong, he quoted DSSCU as stating the clear designation of public utility zones in Coloane aligns with Macau’s overall urban planning.

This includes preserving green spaces and outdoor recreational areas within the district, as well as designating additional green or public open spaces.

In this context, the DSSCU noted that “further studies will be conducted during future detailed planning to implement these measures and improve the overall urban spatial layout.”

It reaffirmed that if relevant functional entities or organizations submit applications for temporary land use, the government will consider providing part of the land for temporary use after a comprehensive review and research, as long as it serves the public interest.

Regarding the Municipal Affairs Bureau, Chao stated that his bureau has been consistently optimizing and adding recreational and leisure spaces within the Seac Pai Van community.

This includes completing the optimization of the Ip Heng sitting-out area last year and opening the Harmony promenade to the public on March 24 to meet the needs of residents across different age groups in the area.

In response on behalf of the Sports Bureau (ID), Chao noted that the bureau continues to monitor and assess residents’ needs for sports facilities.

When urban renewal plans, urban planning, or large-scale construction projects are underway, the bureau actively advocates for the appropriate allocation of sports facilities to relevant departments.

The bureau will also collaborate and provide input to assist residents in establishing more sports facilities, aligning with the needs of other entities involved in land planning for sports purposes within the community, it added.
