Gov’t launches tender for first phase of Hac Sa Youth Camp

The government launched yesterday a public tender for the first phase of construction of the Hac Sa Youth Activity Camp, planned for the Hac Sa beach area.

According to the tender notice published yesterday in the Official Gazette, the Municipal Affairs Bureau (IAM), the entity responsible for the project, will receive bids until October 7, with a bid opening ceremony scheduled for October 8.

Among the requirements for bidders is that the construction period should not exceed 460 working days.

Bidding evaluation criteria include price (55%), construction duration (10%), execution plan (10%), bidder experience in similar works (10%), the ratio of local workforce (10%), and safety record (5%).

The project, first proposed in 2023, is set to finally move forward with construction, with its first phase including the camping area and the four-wheeled vehicle track, which were previously slated to open in the third quarter of next year.

Given the number of working days allowed under the construction contract, it is unlikely that the camp can open its doors in 2027, and the opening is likely to be postponed to the first or even second quarter of 2028.

The project covers 10 hectares and is being constructed through phased bidding, with a total budget expected to fall within the range of MOP500 million to MOP600 million.

When complete, the project will have 10 distinct activity areas or zones dedicated to young people across different age ranges.
