Watchdog urges Sports Bureau to revise refund rules after typhoon dispute

The Commission Against Corruption (CCAC) has instructed the Sports Bureau (ID) to review its rigid refund policies after a citizen was denied reimbursement for canceling a soccer field booking ahead of a Typhoon Signal No. 8 warning last year, according to a case report published Wednesday.
The plaintiff reserved an outdoor pitch at the Olympic Sports Centre for 8 p.m. on September 12, 2024.
When the Meteorological and Geophysical Bureau (SMG) announced at 4 p.m. that Typhoon Signal No. 8 would be raised by 10 p.m., the user canceled immediately, citing safety risks during travel.
The ID refused a refund, citing rules requiring cancellations to be made 48 hours before the booking.
According to the CCAC’s findings, the ID failed to balance administrative efficiency with public safety.
Typhoon Signal No. 8 mandates all non-essential workers stay indoors. Therefore, when a typhoon warning is imminent, inflexible enforcement becomes a bureaucratic obstruction.
