Hong Kong consultant pleads guilty to bribery in Donki Macau renovation case

A Hong Kong design consultancy employee has admitted to accepting bribes linked to major renovation projects, including the Don Quijote (Donki) outlet in Macau, according to a press release from the Independent Commission Against Corruption (ICAC) of Hong Kong.
Pang Ka-shin, 41, a former marketing executive at K&C Creation Limited (KCL), pleaded guilty in Kowloon City Magistrates’ Court to receiving over HKD230,000 in kickbacks from contractors between June 2019 and January 2022.
The bribes were connected to her role in facilitating two companies – RNK Design and Engineering Company Limited (RNK) and Flaming Engineering Company Limited (FEL) – to secure lucrative renovation contracts for Tokyo Lifestyle in Kowloon and Donki in Macau.
The ICAC stated that Pang was responsible for coordinating contractors and managing tender exercises for KCL.
Regarding the Donki Macau project, valued at over HKD23.4 million, Pang submitted five tenders and ultimately awarded the contract to FEL. She also advised FEL’s representative during the tender interview process, the ICAC noted.
Acting on Pang’s recommendation, KCL paid RNK HKD1.7 million for the Tokyo Lifestyle project in Kowloon.
Sentencing was adjourned to July 21, pending a background report, with Pang granted bail.
The case also involves three co-defendants – Li Po-wa, director of RNK; Pang Wai-yin, former RNK site supervisor; and Yung Chor-chi, operator of FEL – who have pleaded not guilty and are scheduled for a pre-trial review on November 27.
The ICAC commended RNK and Donki for their full cooperation during the investigation, stating, “RNK and Donki rendered full assistance to the ICAC during its investigation into the case.”
Donki, internationally known as Don Don Donki, is a Japanese discount store chain renowned for its wide product selection. Founded in Tokyo in 1980, the brand has expanded across Asia and beyond.
In September 2021, Donki opened its Fai Chi Kei store in Macau.
