Lawmaker urges boost in smart tourism, border efficiency, and affordable lodging

Lawmaker Leong Hong Sai has called on the government to step up efforts to boost the city’s appeal as a top global tourist destination.

In a written inquiry to the Legislative Assembly, Leong urged improvements in smart tourism technology, border crossing efficiency, and affordable lodging options to attract a broader range of international visitors.

Recommendations from his inquiry included adopting advanced technologies such as “multilingual artificial intelligence (AI) services and virtual reality navigation” to enhance visitor experience, safety, and convenience.

In response, the Macau Government Tourism Office (MGTO) detailed ongoing and planned efforts to address these concerns.

Since September 2024, the MGTO has offered AI-powered tourism services that provide answers in multiple languages on Macau’s history, culture, heritage tours, and attractions.

The bureau added that tourists can also easily locate detailed itineraries and transport information through its official websites and mobile apps, or QR codes. Up-to-date tourist details are available through several platforms, including the Macao Tourism Centre’s promotional website, the “Experience Macao” app, and the “Macao Full of Fun – Smart Trip Planner” app, among others, according to the response.

Additionally, MGTO detailed that it collaborates with the Transport Bureau (DSAT) to provide the QR code for the “Macao Smart Go” app at tourist information counters.

The response detailed that downloadable materials such as the “Macao Tourist Map,” “Macao Essential Guide,” and “What’s On” brochures are available for tourists to plan their trips effectively, stay informed on street conditions, and assess transport options.

Regarding bus fare payment systems, MGTO confirmed its commitment to continuously enhance and broaden the range of accepted payment options.

Currently, commuters can pay using MacauPass, credit cards, Alipay, and WeChat Pay.

The MGTO also said the Transport Bureau (DSAT) will “keep monitoring developments” in payment technologies and work closely with monetary authorities, bus operators, and payment providers to “facilitate the introduction of more diverse payment methods” for greater convenience.

On the subject of easing border crossing, Leong recommended broadening the use of iris recognition and automatic passage channels featuring multilingual signage to ease entry and improve processes for a more international visitor base.

The MGTO clarified in its response that visitors holding passports from six countries –Australia, South Korea, Portugal, Singapore, Brazil, and Germany – “can currently register and use these channels as long as they meet the requirements.”

With regard to helping international tourists clearly understand the border crossing procedures, the bureau explained that the Public Security Police prepares informational materials such as guides, instructions, and notices – in Chinese, Portuguese, and English.

Additionally, MGTO confirmed ongoing cooperation with security and transport authorities to pilot a facial recognition “contactless” border crossing system at Hengqin by the fourth quarter of 2025.

The response reiterated that passport holders from the six aforementioned countries already have access to automatic passage channels, while Hong Kong permanent residents have been able to use iris recognition for Macau border entry since June 11, 2025.

It also added that further expansion of biometric recognition technologies is planned to facilitate greater ease in movement.

On the topic of affordable accommodation, Leong highlighted the predominance of five-star hotels and the limited options available for budget travellers.

MGTO expressed that since the 2021 amendment introduced “low-cost accommodation” as a new category, it has simplified licensing and approval processes, and offers technical support to speed up their development, while maintaining safety and quality standards.
