Smart Nursery continues operations despite IAS decision

The government-subsidized Smart Nursery can continue operations under court-approved procedures while the Social Welfare Bureau’s (IAS) decision remains on hold.

Last month, the bureau announced plans to terminate funding for the Zonta Club’s nursery and reclaim its premises and facilities, effective August 26. The decision, it stated, stemmed from an inability to reach an agreement on key cooperation principles.

Additionally, the bureau stated it would assist the more than 80 children currently enrolled at the crèche in finding alternative childcare options.

The bureau clarified that the funding termination was not related to any concerns about the center’s care for the children. However, it declined to provide further details, citing the possibility that the nursery may file an appeal.

On Wednesday, the nursery expressed gratitude for the court’s “fair ruling” in a statement shared on its Facebook page, accompanied by several news reports. The crèche emphasized its commitment to “providing continuous, high-quality childcare services, supporting parents, creating a family-friendly environment, and offering children a safe and happy space to grow.”

The nursery also thanked its supporters, including current and former parents and staff, stating: “We thank the SAR Government for announcing its childcare policy in a timely manner during the Policy Address.”

Also on Wednesday, Wilson Hoi Wai, director of the Social Welfare Bureau, told the media that the termination of cooperation with the nursery was still under litigation. He noted that the bureau had received a court-issued preservation notice.

He said: “As far as I know, the case is still pending in court, and no judgment has been made […] However, since the matter is under litigation, it would be inappropriate to comment further at this stage.”
