India Tibetan ElectionsTIBETAN communities worldwide are voting in the first round of choosing a new government-in-exile, and are debating how to carry on their campaign to free their Himalayan homeland from Chinese rule. Hundreds of Tibetans, including monks and nuns wearing wine-colored robes, lined up behind voting kiosks in the north Indian hill town of Dharmsala, where the exiled government is based.

Christopher StokesAFGHANISTAN The head of an international medical charity whose hospital in northern Afghanistan was destroyed in a U.S. airstrike says the “extensive, quite precise destruction” of the bombing raid casts doubt on American military assertions that it was a mistake.

UKRAINE The number of people who died when a Ukrainian excursion boat capsized in the Black Sea has risen to 14. Emergency services say the accident was caused by the vessel being overloaded. The boat carried 37 people when it capsized, more than twice the maximum number of 15 people allowed. The boat’s captain has been detained. The Ivolga capsized Saturday evening in a storm near the major port city of Odessa.

IRAN The United Nations atomic agency says Iran has agreed to allow greater monitoring of Tehran’s commitment to the nuclear deal it signed with six world powers. The U.N.’s International Atomic Energy Agency said yesterday that Iran will “provisionally apply” the agreement allowing for more intrusive inspections once the landmark July 14 deal starts to be implemented.

Guinea ElectionGUINEA President Alpha Conde has won a second term, the election commission announced Saturday, avoiding a runoff with his closest rival, who vowed to protest the results.

Germany Candidate StabbedGERMANY A man who stabbed a candidate to be Cologne mayor can be held criminally responsible for his actions, and has told officials he has a background in the far-right scene, authorities said yesterday. The 44-year-old German on Saturday stabbed Henriette Reker, a leading candidate in yesterday’s election for new mayor of Cologne. Reker is currently responsible for housing refugees in the city, and officials have said the man told them he acted out of anti-foreigner motives.
