Chiang Ngoc Vai helms Transport Bureau, replacing Kelvin Lam
The Transport Bureau (DSAT) has undergone a leadership change, with Chiang Ngoc Vai now serving as director, replacing Kelvin Lam Hin San, who is no longer listed in the role, according to updated government information.
Chiang, a Macau-born engineer, brings experience in civil engineering, surveying, and land management.
He began his public service career in 1990, and government records highlight his technical background and longstanding tenure in the public sector.
His predecessor, Lam, joined the bureau in 2015 after serving with the Civil Aviation Authority, where he started as a senior technologist in 1995.
As the Times reported earlier this month, speculation within civil service circles suggests he may be transferred to Macauport.
Lam was initially appointed to a one-year term, as specified in Order No. 15/2009 by the Secretary for Transport and Public Works, which emphasized his professional competence and qualifications for the role.
However, while the then-Secretary, Raimundo do Rosário, acknowledged Lam’s qualifications, his résumé indicated that he had exclusively worked in civil aviation prior to his appointment.
He held positions such as senior technical officer and assistant director at the Civil Aviation Bureau (AACM), and later served as director of the Airspace Planning Office. Times Reporter
