
The government has launched preparations for the second phase of its “Women’s Development Goal Plan” covering 2026–2032, with a focus on boosting gender equality and supporting women’s well-being.
Hon Wai, vice-chair of the Women and Children Affairs Committee and director of the Social Welfare Bureau, said yesterday the new plan will prioritize physical and mental development, family-friendly policies, social participation, and gender equality.
Authorities are now seeking public input on the final draft to shape the policy framework.
Launched in 2019, the first seven-year plan introduced a comprehensive framework for women’s development in the city.
The official noted that the second phase will further align with national women’s development objectives and expand participation to 21 government departments.
The plan continues the work of gender mainstreaming, ensuring policies account for gender-specific needs.
In family life, the government aims to promote modernized household responsibilities and address intergenerational conflicts. New initiatives will include programs encouraging childbirth, such as nursery schemes, and community-based parenting courses to support new parents.
Hon also recalled the success of the first phase (2019–2025), with all 278 action plans completed.
The government said public awareness of gender issues has increased, labor policies have become more equitable, and opportunities for women’s upward mobility have expanded. LV
