Tourism master plan adds 20 initiatives across six key areas


The Macao Government Tourism Office (MGTO) announced yesterday its second-phase review of the Macao Tourism Industry Development Master Plan, introducing 20 new action plans that will guide the city’s development as a “World Centre of Tourism and Leisure” through 2030.
The review, commissioned in 2024 to adapt to a rapidly evolving global tourism landscape and new national policies, assessed the Master Plan’s progress from 2021 to 2024 while outlining updated strategies for the next five years.
According to the comprehensive report, the implementation results demonstrate significant achievements in the previous planning period, with detailed analysis showing sustainable growth patterns across multiple tourism sectors.
The report revealed a 97.4% implementation rate for short-term action plans from the previous period, with 75 of 77 phased initiatives successfully meeting their targets.
Additionally, the review noted that 13 of 14 long-term plans remain in progress, providing a solid foundation for the new strategic direction.
These completed initiatives have laid crucial groundwork for the next phase of tourism development, ensuring continuity in Macau’s transformation into a world-class destination.
The newly introduced action plans are organized around six strategic areas that will define Macau’s tourism development through the end of the decade.
Each area addresses specific aspects of tourism development while ensuring comprehensive coverage of all essential sectors.
In tourism products and experiences, the plan focuses on creating a City of Sports and City of Performing Arts while deepening the Creative City of Gastronomy brand.
This includes developing world-class sporting facilities, attracting international cultural performances, and enhancing Macau’s culinary reputation through innovative gastronomic experiences that blend traditional and modern elements.
The quality tourism and collaboration pillar aims to elevate service standards through AI-focused training and enhanced professional development for tourism workers.
This comprehensive approach includes implementing certification programs, establishing industry benchmarks, and creating continuous learning opportunities for tourism professionals across all sectors.
Visitor market development strategies will employ precision marketing using big data to target high-value international segments while promoting multi-destination itineraries within the Greater Bay Area (GBA).
The initiatives include developing customized travel packages, enhancing digital marketing capabilities, and creating specialized products for niche market segments seeking unique experiences.
Urban development initiatives prioritize revitalizing cultural districts, improving connectivity through airport expansion, and advancing sustainability through green hotels and electric vehicle promotion.
These efforts focus on preserving Macau’s cultural heritage while implementing modern urban planning principles that enhance both visitor experience and resident quality of life.
The smart technology component leverages innovation to enhance the visitor journey through AI-powered marketing tools, expanded electronic payments, and an open data platform.
Implementation will include developing integrated digital solutions that streamline travel planning, on-ground experiences, and post-trip engagement through seamless technological interfaces.
Lastly, regional and international cooperation efforts will strengthen the city’s role as a hub by deepening integration with the GBA and leveraging ties with Portuguese-speaking countries.
This includes establishing joint marketing initiatives, developing cross-border tourism products, and enhancing cultural exchange programs that highlight the region’s unique position as a bridge between Eastern and Western cultures.
