Sands China fuels local entrepreneurship and community revitalization

Last year, Sands China launched the “Entrepreneurship Recruitment Programme for Rua das Estalagens”—a groundbreaking initiative aimed at empowering local micro, small, and medium-sized enterprises (MSMEs). Out of 128 submissions, seven exceptional projects were chosen to rejuvenate one of Macau’s most historic streets. Among them, PanPan Bakery stands out as a shining example of how targeted support and community collaboration can spur both entrepreneurial success and neighborhood renewal.

A Legacy of Local Partnership and Cultural Preservation

With deep roots in Macao spanning over two decades, Sands China has consistently grown alongside the local community. Beyond fostering partnerships between local SMEs and its operations, the company has expanded initiatives like the F.I.T. Programme and the Sands Resorts Incubation Centre under its Local SME Suppliers Support Programme. These efforts are strategically aligned with the Macao SAR government’s broader community revitalization projects. Sands China is actively involved in rejuvenating cultural and historical areas like the Iec Long Firecracker Factory, Taipa Houses area, and Rua das Estalagens.

PanPan Bakery: A Fusion of Tradition and Innovation

Established in early 2024, PanPan Bakery was founded by partners who brought advanced European baking techniques from Le Cordon Bleu London to the heart of Macau. The founder is a certified graduate of the prestigious culinary institute, lending both credibility and international flair to the venture.

The name “PanPan” cleverly combines the Spanish word for “bread” and the Japanese term for “full,” capturing the brand’s mission to offer fulfilling, high-quality baked goods. Specializing in artisanal sourdough products, the bakery masterfully blends Japanese and French baking traditions to create a unique and appealing menu.

According to Brand and Marketing Director Steven Xie, the vision was to offer both locals and tourists a reinvented experience of classic bakery items. The launch of Sands China’s entrepreneurial program couldn’t have been timelier. “We were deep in our planning phase when we learned about the scheme,” Xie remarked. “Being selected enabled us to become one of the pioneer brands on Rua das Estalagens.”

The program provided crucial financial backing and strategic marketing support. Sands China facilitated introductions to prominent food bloggers and travel influencers, greatly enhancing visibility for all new businesses on the street. PanPan Bakery was also invited to take part in a food fest at The Venetian Macao’s back-of-house area, helping it gain recognition among the company’s large employee network.

Strategic Selection and Sustained Support

William Chan, Executive Director of Procurement and Supply Chain Operations at Sands China, elaborated on the selection process: “Rua das Estalagens is rich in history but lacked consistent foot traffic. PanPan’s proposal was exceptionally thorough—from product design and store aesthetics to branding and financial projections. Their innovative approach, merging European techniques with local Macanese flavors, truly impressed the panel.”

PanPan’s product lineup includes European-style chocolate bars and pistachio bread, alongside creative local interpretations like tofu pudding croissant and fermented bean curd croissant. The bakery also introduces limited seasonal offerings to keep the menu dynamic and engaging. This strategy has struck a chord with a diverse clientele. “We’ve amassed over 10,000 social media followers,” Xie shared. “While we anticipated tourists as our primary customers, it turns out half of our sales come from local residents, many of whom order via delivery platforms.”

Meticulous attention to detail—from interior design to packaging—has elevated customer experience, particularly among younger demographics. This dedication to quality has not only cultivated a loyal customer base but also contributed to the street’s increasing vibrancy.

“PanPan was one of the first to open and has taken a leading role in drawing younger crowds to the area through active social media engagement,” Chan noted. “Their presence has noticeably increased foot traffic, proving the effectiveness of the program.”

Sands China continues to bolster the selected businesses through ongoing initiatives. These include distributing food & beverage discount vouchers during events like the Sands China Macao International 10K Run, organizing influencer visits, and offering platforms such as the “Sands Shopping Carnival,” where local enterprises can showcase their products to a broader audience.

Chan also shared advice for future applicants: “A compelling business plan should clearly articulate operational direction, goals, financial planning, and product uniqueness. This helps us assess the proposal’s viability and potential impact.”

Looking ahead, PanPan Bakery is planning to expand with a new outlet in Taipa—a testament to its growing success and the lasting influence of Sands China’s support.

Through the Entrepreneurship Recruitment Programme for Rua das Estalagens, Sands China reaffirms its dedication to nurturing local entrepreneurship, revitalizing historic districts, and strengthening community bonds across Macau.
