
Tai Wa Hou has been named acting deputy director of the Health Bureau (SSM) under order No. 07/SS/2025, succeeding Kuok Cheong U, who retired after 25 years of service.
In the official announcement, SSM director Alvis Lo outlined a broad delegation of authority to Tai in his new role. The order states that he will oversee and coordinate various differentiated health care units under the bureau’s jurisdiction. The appointment also led to the revocation of previous delegation orders related to Kuok’s former powers.
In his new role, Tai now holds the authority to approve staff participation in seminars, and similar events both locally and internationally – subject to certain conditions.
Moreover, he may access, consult, and issue certificates related to health service documents, except where legal exemptions apply.
His responsibilities include assigning personnel within subunits, approving annual leave and vacation requests, and authorizing special leave or transfers of vacation time for personal or service-related reasons.
He is also now authorized to sign official correspondence addressed to entities inside and outside Macau concerning SSM duties. However, it is important to note, that these delegated powers do not impact the director’s ability to supervise or revoke decisions.
All actions taken by Tai as deputy director since August 10, 2025, within the scope of these authorities, have been officially ratified. Tai will also remain in his role as one of the three clinical directors at the Conde de São Januário Hospital. NS
